Fatal Error on WordPress 3.3 Version Upgrade

Thank you Joshua and GoDaddy, who just spent an hour on the phone with me getting through these steps. Tedious to fix, and I still have problems reactivating some of my plugins. Make sure you back up your blog, and yes, PopUp Domination was the culprit for my blog.
Fatal Error on WordPress Version 3.3: Call to undefined function is_rtl()
Soon after the roll out of the latest WordPress 3.3 version upgrade, many webmasters have been reporting a failure on the blog and the following error occurring on their WordPress Admin dashboard page: “Call to undefined function is_rtl()“
Complete Error: Fatal error: Call to undefined function is_rtl() in /public_html/wp-includes/general-template.php on line 2102
This error mainly occurs due to incompatibility with certain plugins installed on your WordPress Blog

<p>As I mentioned in a blog comment, when I owned a call center with 50 employees and 50+ computers, with proprietary software, things went wrong all the time. It was my job as the business owner to solve those problems. I remember a weekend vacation to Catalina island we tried to take. I don’t remember whether it was a page or call on a cell on Saturday morning, but the server had crashed, and we ran a 24 hour service. We had 2 little boys with us, and we had promised some fun time with Mommy and Daddy. My kids spent the whole day fishing off a pier, because there was a phone there, ad we spent the whole day on the phone directing managers and fighting crises. Why was it so critical and couldn’t wait till Monday? Some of our clients were doctors on emergency stand by, we had an oxygen delivery service that we were responsible for dispatching.
